
What the 21 August 2026 update actually adds
On 21 August 2026, the European Commission published updated guidance to support preparations for the Digital Batteries Passport under Regulation (EU) 2023/1542. According to the Commission, the update covers electric vehicle batteries, light means of transport batteries, and industrial batteries. In the official notice, the document is presented as support for preparation before application starts on 18 February 2027, not as a separate legislative step. The same page also records an update on 26 August 2026 and states that the material may be revised again.
The main addition is a category matrix built around 71 data points. According to the Commission, the matrix shows, for each of the three battery categories, whether a data point is mandatory, optional, conditionally applicable, or not required to be completed or displayed as of February 2027. That formulation matters because the update distinguishes between completing data and displaying it in the passport. The same Commission notice also states that future revisions may provide clarification for individual data points and may specify possible measurement units or reporting formats. The material therefore remains expressly open to further refinement.
Guidance versus enacted Union acts
The Commission is equally explicit about what the guidance is not. In the same official notice, it says the document does not introduce additional legal requirements and should not be treated as an authoritative interpretation of the legislation or as the Commission’s official legal position. That leaves the document, in the Commission’s own presentation, as guidance to support preparation rather than an enacted act.
Two supporting DPP instruments are already enacted at Union level and sit in a different category from the August guidance. The Publications Office records Commission Implementing Regulation (EU) 2026/1778 on DPP registry implementation arrangements as published on 16 July 2026, and the Commission’s registry announcement links that act to the live registry. The Publications Office also records Commission Implementing Decision (EU) 2026/1736 on harmonised standards for digital product passports as published on 14 July 2026. In other words, the registry arrangements and the decision identifying harmonised standards are enacted measures, whereas the battery guidance remains nonbinding explanatory material.
The fixed battery date and scope
The battery timetable itself is not described as indicative in the sources cited here. The Commission’s battery guidance notice and its DPP implementation page both state that from 18 February 2027 each electric vehicle battery, each light means of transport battery, and each industrial battery with a capacity greater than 2 kWh placed on the market or put into service must have a battery passport. The same DPP page states that batteries are the first product group for which a Digital Product Passport becomes mandatory in the European Union. That makes the battery path distinct from future DPP rollouts that depend on later product-specific measures under other legal routes.
On the broader implementation page, the Commission separates the battery regime from the wider DPP calendar. That page, in its version updated on 03 September 2026, describes the overall DPP rollout timeline as indicative and subject to publication requirements, and it places a battery access-rights implementing act in the timeline slot marked “Q4 2026”. The page therefore combines one fixed point and one pending point: the passport date for the covered battery categories is stated as 18 February 2027, while the act on access rights is still shown as a future implementing step on an indicative schedule.
Registry, identifiers and the technical base already live
A separate Commission notice dated 20 July 2026 adds the infrastructure facts that are already in operation. It says the Digital Product Passport Registry and its testing environment are live, and it states that economic operators must register each Digital Product Passport in the Registry. The same notice describes the Registry as the infrastructure for unique product identifiers and associated metadata. In that source, registration is presented as a requirement for economic operators for each passport. The notice presents that registry layer as an already operational part of the DPP architecture.
The same Commission notice states that registration is available either through a secure user interface or through an API. It also says economic operators can request a secure electronic proof of registration to demonstrate compliance to third parties, especially in B2B transactions. Alongside the registry launch, the notice lists six available harmonised standards and summarises their technical coverage as unique identifiers, interoperability, data carriers, APIs, data exchange protocols and data storage. Read together with Commission Implementing Decision (EU) 2026/1736, those statements show that part of the technical foundation for DPP exchange and registry interaction is already formally identified and publicly described.
What the official sources still leave open
Even with those pieces in place, the official sources still leave some implementation detail open. The Commission says the current Registry testing phase is intended to support a smoother rollout before the first implementation deadline on 18 February 2027. Separately, the updated battery guidance says future revisions may add clarification for individual data points and possible measurement units or reporting formats. The Commission therefore presents both the technical environment and the interpretation of some data fields as active work areas, despite the fixed application date for electric vehicle batteries, light means of transport batteries, and industrial batteries above 2 kWh. The sources cited here do not yet settle those points.
The DPP implementation page also explains why the battery timeline cannot simply be read across to every other sector. According to the Commission, some product groups will receive passport rules through product-specific delegated acts, while others follow separate standalone legislation, including the Batteries Regulation. For ESPR-based product groups, the same page says there will be at least 18 months of transition after delegated acts are adopted. The fixed battery passport date of 18 February 2027 therefore belongs to the standalone batteries route described by the Commission, not to the general ESPR transition pattern shown elsewhere on that page. The same page thus separates enacted elements from further steps that still await publication.
